On 14 October 2026 in Kinshasa, the Director General of Africa CDC, Dr Jean Kaseya, stated that, of the 962 million dollars that donors say they disbursed for the Ebola response in the DRC, barely more than 200 million could be traced to the facilities fighting the epidemic on the ground. More than 700 million dollars remain to be found.

The figures announced

  • USD 962 millionreported disbursed by donors to implementing partners
  • Fewer than 30%of these partners attended the verification meeting organised by the National Institute of Public Health (INSP)
  • About USD 200 milliontraced with the partners present
  • About USD 100 millionnever used, still held by some partners
  • More than USD 700 millionwhose destination is still to be established

Every dollar of emergency aid that does not reach the health centres is a dollar taken from the sick. CERC welcomes the approach of Africa CDC and the INSP, and asks for

  1. Publication, partner by partner, of the amounts received, spent and remaining for each Ebola response
  2. The partners absent from the verification to present their accounts to the INSP and Africa CDC within a set deadline
  3. The swift reallocation of the roughly 100 million unused dollars to the health zones and health centres that need them
  4. An independent audit of the response funds, with public results
  5. Communities to be involved in the follow-up: on HealthCheck, anyone can report anonymously what is really missing in their health centre
